A new design by Sedley Place Design Ltd was issued on 9 June 1982. There were 12 values from 1p to £5, the lower values with “TO PAY” reading vertically at right, and the higher values from 10p with “TO PAY” reading horizontally along the bottom.

Presentation Pack
A presentation pack with all 12 values sold for £9.40. It has number “135” and “9.6.1982” in the top right corner. The pack opens out to form an illustrated brochure with the history of the To Pay Labels. The printer’s imprint reads: “Made and printed in Great Britain by Moore & Matthes (Printers) Limited”.
